Shri. R. K. Joshi was born in Uttarakhand. He has educational qualification in Engineering, Management and Law from various reputed Institution of India. To sharpen the administrative and management skills, he has attended various top management level programmes in IIM Ahmedabad and Bangalore.

He has served the Government of Arunachal Pradesh and Government of Uttarakhand in various capacities before retiring from Government of Arunachal Pradesh in July 2023. During his service tenure, he has been decorated with State Government’s medals and commendation certificates on several occasions because of his turn-around policies in development of various projects of Government of Arunachal Pradesh in remote locations.
